Once an international brand decides to develop and manufacture cosmetics in Korea, the next question is often how product quality will be managed in practice.
Brands may wonder how differences between approved samples and products from the commercial production batch are identified when their teams are not based in Korea, how issues with containers or printing are handled, and how it is determined whether finished products are ready for shipment.
Cosmetic quality management is not a single inspection performed after production is complete. It involves establishing product standards during the development stage and checking quality at multiple stages, from the receipt of raw materials and packaging components to bulk manufacturing, filling, packaging, and finished product inspection.
Therefore, when international brands manufacture products in Korea, it is important to agree in advance on the standards that will be used to assess quality at each stage and how the results will be reviewed.
Finalizing Product Specifications and Quality Standards Before Commercial Production
Quality management begins with clear standards for determining what constitutes an acceptable product.
Once the final sample is approved during product development, the product specifications and quality standards are finalized. These then serve as the basis for confirming whether the commercial production batch meets the agreed standards.
Depending on the product, quality standards may cover color, fragrance, viscosity, pH, appearance, and how the product applies and feels during use. Packaging specifications for the container, pump, cap, label, and unit carton are also finalized.
For example, if the product is a cream, a description such as “a smooth cream” alone is not specific enough to assess the commercial production batch. The brand and manufacturing partner need to be able to determine whether there are any differences in color, fragrance, viscosity, or how the product spreads and feels on the skin compared with the final approved sample.
For international brands, it is especially important to keep a detailed record of the points reviewed when approving the final sample. This record becomes even more important during the subsequent production process.
Quality Control of Raw Materials and Packaging Components
The quality of a cosmetic product is not determined by the formula alone.
Both the raw materials used in production and packaging components such as containers, pumps, caps, labels, and unit cartons affect the quality of the finished product.
Before production, incoming raw materials and packaging components are checked against the agreed specifications. For packaging, the inspection may cover color, dimensions, and print quality, as well as the presence of scratches, contamination, or deformation.
Containers in particular cannot be selected based on design alone because they come into direct contact with the formula.
Depending on the combination of the formula and container, issues such as leakage, discoloration, deformation, or pump malfunction may occur. A compatibility assessment appropriate for the product may therefore be required.
If the brand supplies the packaging components directly, it is also important to clearly communicate the specifications, quantities, and inspection criteria before sending them to the manufacturer.
Bulk Manufacturing and Quality Verification
Once the raw materials are ready, commercial production begins in accordance with the finalized formula and manufacturing process.
During commercial production, the bulk product is manufactured according to the approved manufacturing method and checked against the product-specific quality standards.
Depending on the product characteristics, items such as appearance, color, fragrance, viscosity, and pH may be checked. After confirming that the bulk product meets the established standards, production proceeds to the next stage.
What matters at this stage is not simply whether manufacturing has been completed, but whether the product finalized during development has been reproduced consistently at commercial scale.
Filling and Container Inspection
Once bulk manufacturing is complete, the product is filled into its final retail container.
At this point, the formula and packaging are combined into a single product, so the items that need to be checked also change.
Depending on the product, checks may include the fill volume, the appearance of the container, whether the cap is properly secured, whether the pump or dispenser operates correctly, and whether there is any leakage.
For example, with a pump-type product, even if there is no issue with the formula itself, a pump that does not operate properly makes the product defective from the consumer’s perspective.
Cosmetic quality management therefore covers not only the formula but also whether the packaging functions properly during actual use.
Label and Packaging Quality Control
After filling, processes such as label application, printing, and packing into unit cartons are carried out.
At this stage, checks may include whether the label has been applied in the correct position, whether the printing is clear, and whether the packaging has any visible contamination or damage.
Products intended for international markets may use labels in multiple languages or separate stickers. It is therefore important to confirm that the labels and packaging produced match the design files approved before production.
Even if there is no issue with the formula, errors in the product name, net contents, or printed information can cause problems when the product is sold. Packaging is therefore an important part of quality management.
Finished Product Inspection and Release for Shipment
Once all manufacturing and packaging processes are complete, the finished products undergo a final review.
The products are released for shipment after they have been confirmed to meet the agreed specifications and quality standards and the required inspections and reviews have been completed.
The quality-related documents available may vary depending on the product, project, and manufacturer. If the brand requires specific documents, it is advisable to confirm whether they can be provided before production begins.
Responding to Quality Issues During Production
Quality management also involves determining how issues will be assessed and addressed when they arise.
For example, unexpected issues may occur during production, such as print quality that does not meet the agreed standard or leakage found in some units.
In such cases, the affected products are reviewed to determine whether they are nonconforming. The cause and extent of the issue are then assessed, and the necessary action is taken as appropriate.
It is therefore advisable to agree with the manufacturing partner in advance on the criteria for assessing such issues and how the findings and proposed actions will be shared.
How International Brands Can Monitor Quality Remotely
When an international brand cannot visit the production site in Korea at every stage, it may coordinate with its manufacturing partner to review the production status using samples sent internationally, photos and videos, inspection results, or relevant documents.
When a project is managed remotely, clear communication becomes even more important.
Rather than using a subjective description such as “the color seems slightly different,” it is better to explain specifically how the product differs from the approved sample.
If the brand has specific quality requirements, these should be shared with the manufacturing partner during product development and preparation for production, rather than after commercial production has been completed.
